Do you mean browser, or HTML editor?
You can distribute Internet Explorer for free on a CD-ROM(you have to
sign off with Microsoft, but they'll let you) with HTML files, but the
catch is the search engine to search across files(one main advantage
of web sites - server side search engines). HTMLHelp, when the final
arrives, will have some type of distributable search engine and
indexing tool I'm assuming. Other search engines exist, but cost
$$$$. Some are worth the money, but cost nonetheless.
