Here's two ways to get Frame cheaply and legally:
1.) enroll in a seminar with a recognized institution. You then qualify
for the educational discount, which more than halves the price. Be
prepared, though, to show your registration receipt as proof that you're
a student.
Once you've paid, Adobe doesn't treat educational licenses any
differently from regular ones.
2.) In any major city, you should find some stores that sell second hand
software. Get a copy of Framemaker that still has the registration card;
it will probably cost you about $250. Don't worry about what platform
it's for.
Register the copy, then phone Adobe to ask for an upgrade to the latest
version and to the platform of your choice. When he dust clears, you
should still have paid about half the full price.
If neither of these solutions work, ask yourself how badly you need the
newest version. If you think you might be using Frame for business,
scrape together the money and get the latest version. Yes, $900 is
pricey, but spending that money might help you get a job.
