In a both a USNavy contract and a DoD contract for a radiation tracking
system for shipyard workers, I was required to put a "This page
intentionally...". Although, only on the USNavy project did I have a copy
of the MIL specs which spelled out not only the wording, but also the
placement of the "banner".
Years before, I worked writing and illustrating manuals for the DC-10
aircraft and, according to ATA-100 (Airline Transport Association) spec, I
had to do the same.
It's always reeked of the Heisenberg Uncertainty principle to me, so I tend
to call the pages "Heisenberg Pages".
