I do, however, have an argument if certification is
something that would be promoted as *the* measure
of technical writers and that tech writers without
certification are not competent.

From what I gather, it's to be promoted as *a* measure of competence, which
will have the effect of casting some FUD at all those who are not
certified. ("This one's certified. This other one's got a great portfolio,
but he's not certified. I wonder why he failed?")

So while it won't be promoted as an indicator of incompetence, it will
certainly have that effect.
