In the world of work, certificates, college degrees, and other
credentials of whatever stripe exist to give HR departments CYA.

Let me see if I've got that right. The existence of a certificate gives an
HR department an excuse to throw out all uncertified resumes without the
need to evaluate them. Is that about right, or was that too prejudicial?

Just a note: "Exclusionary" does not equate to "evil", at least in my book.
It all comes down to who you exclude and why.
