You have to create a new project file and select the Windows 3.X option.
Then start up another session of RoboHELP and pull up your existing '95
help file.
Select the entire document, then copy and paste it into the new 3.X
project.
Save the 3.X project.
If you have other files that belong to the '95 project, add their ".doc"
and ".rtf" files to the new 3.X project (in the Project Setup area).

I have found that this is the only workaround. RoboHELP allows you to
convert 3.X to Windows 95, but not vice versa. Also using the method I
just described, you will lose any of the '95 features, such as
context-senstive help, authorable buttons, and secondary window
definitions (you're only allowed one secondary window definition in
3.X).

I'm anxious to hear if there's an easier way...anyone?
