TechWhirl (TECHWR-L) is a resource for technical writing and technical communications professionals of all experience levels and in all industries to share their experiences and acquire information.

The TechWhirl Archives and magazine, created for, by and about technical writers, offer a wealth of knowledge to everyone with an interest in any aspect of technical communications.
Ed - I think the WinHelp compiler comes as part of Windows (at least the
viewer does). Instructions for using it are in the Developer's Toolkit
materials. I'm not sure what costs are on these items. You can create
your own RTF and HPJ files manually and then use the compiler to put it
together, but it's pretty tedious. I'd recommend purchasing a Help
Authoring Tool (HAT) that will automate some of the tasks for you. I've
used both RoboHelp and Doc-To-Help; my preference is for RoboHelp. Most
HATs come with the most current versions of the compiler (there are
versions for Win 3.1 and Win 95). If you'd like more info, contact me
