Contractors are generally experienced. I don't think the firm offering her
the position is out of line. Without knowing the specifics of the contract,
I'll go out on a limb and say that creating a CBT in three months is going
to require someone with more experience than your wife currently has.
She may be setting herself up for a bad experience if she agrees to do the
job on a fixed price basis. My advice to her would be to not take on
contract work until she has more experience.
