The rule? Ah, I think that would be:
"Rule Number Six: There is NO...Rule Number Six."
There are very strong opinions, but no "rule." This has been hashed and
rehashed recently on the list; check the archives for the arguments on
either side. But I think it boils down to this: pick what makes the most
sense for the software, hardware, industry tradition, and people you're
working with.
