There's always Greenwich Mean Time (GMT).
Sounds very Imperialist I know, but an obscure
borough of London gets to set the standard for time.
The UK is all one time zone and 00:00 hours.
Although confusingly we are currently on +1:00
hours because of British Summer Time (BST).
Pacific Time would be -8:00 hours GMT and Central
Time -6:00 GMT hours (? -- I get hazy here with my
geography).

right, and click the Time Zones tab to see how the time zones fall.
