The newer edition is "The Windows Interface Guidelines for Software
Design." Microsoft Press, 1995. The ISBN is 1-55615-679-0 and the price
(when I bought it) was $29.95 US. This newer edition is almost totally
directed at Windows 95 design and, in my opinion, is very valuable to
technical writers in software development. It covers all the little UI
nuances that are not discussed elsewhere. I use it for standardizing my
UI terms and descriptions.
An even newer edition may be available now, though I haven't seen one.
