Qualifications for "senior" tech writer?

I have been charged with researching the qualifications for Senior (as
opposed to Junior or Entry-level) Technical Writer, and am looking for any
information you might have. What makes one a "senior" technical writer?
Years of Experience? Uses both Word _and_ FrameMaker? Clever bribes? ;-)

Any ideas for other information sources?
