meta-format?

Our tech writing department is looking to create fresh documentation on
a software product, but we haven't decided which format to use - hard
copy, online help, PDF, etc. Is there a good software package out there
that would allow us to create content in a "meta-format" that would
easily transfer over to a FrameMaker hardcopy, RoboHelp online, or PDF
format? Eventually, we want the material in all three formats if
possible. However, we are under a time crunch. Thanks for your help in
advance. Heather
