Wouldn't this be an 'outdent'?
The FrameMaker 5.0 manual does numbered steps like this. My ex-
programmerly brain says "not logical -- not hierarchical" but I
think it's not such a bad idea. We're told that readers typically
skip intro/overview paragraphs and cut straight to the first
instruction. This format simply helps them find the first step
faster.
