All these terms are correct.
Procedures are descriptions of how to do a task. Policies are your
company's rules. For example, a procedure tells you how to back up your
system; a policy tells you when you should back it up.
Workflow is a term borrowed from reengineering rhetoric. Workflow is the
sequence (and rules) in which a given unit of work is passed from one
person to the next.
The Microsoft Manual of Style has a very good section on procedures.
