I get to differ. Some Brits say "Parliament are". The same Brits
probably say "less people" as well. They are entirely incorrect!

There is only one Parliament, and only one Congress. Therefore it is
"Parliament is" and "Congress is". OTOH, "Members of Parliament are"
is correct.

There are some words that change as language evolves, but that isn't
the same as accepting illiteracy. The BBC often refers to "The
Government are..." At the last count, we only had one government, so
thay are just plain wrong!
