No special tool needed. Use the "polyline" tool to make two white-filled
shapes that look like rectangles on three sides and sawteeth on the
fourth, on top of your screen shot. Put the bundle into a graphic frame.
Put the graphic frame inside an anchored frame.
To make a patterned sawtooth edge and three straight edges, use the
polyline to make the teeth as a single patterned line object, and again
to make the three straight line sides. Then join them.
