My best advice for a terrific
"how-to" on persuasive technical
writing is to pick up a copy of:

_A Guide to Technical Writing_
by McGuire and Putzell.

See their formal and informal
proposal writing models.

I did an exemplar job with a
Career Development Multimedia
System full-blown formal proposal
using this book as a model.

Also the EE Professional Engineers
have put together one of the best
books I have ever seen on the subject
along with crisp, clean spec. writing.

Specs. persuade!
You can't argue with the facts either
(tho. some manglement types try, try, an'....)
