Quality is individual - does the product/lit/whatever do what you wnat it
to do? Eg cars, does it get you from A to B? Does it look good? Is it
cheap to run etc?
Whatever your definition of quality I don't think you'd buy without
checking first. You might see Ford as a "Quality" company; it might have
ISO 9000 (or whatever) but you'd still test drive the car before buying.
Ditto with products - check it out. If it meets YOUR quality requirements
then buy it. If it's ISO 9000 approved then the chances are that you will
consistently get the quality you require.
