Check out chapter 11 in the RH manual on creating context-sensitive Help. What's This? or field level Help should be displayed in a pop-up window, the characteristics of which are defined automatically. You just need to click Create Popup on the tool pallet, select the New What's This? tab, type in your topic ID, and enter your definition text under Popup Window.
I believe what you're really talking about is more along the lines of Window level Help (which is more of a standard for Windows 3.1 applications). In RH, there's an option that lets you display a topic in a secondary Help window, but this is available when working with jumps and hotspot text (see page 203).
