     You are correct, FrameReader is available at:

     http://www.adobe.com/supportservice/custsupport/LIBRARY/21b6.htm

     However, FrameReader reads files created with FM 2.x to 5.1.1.  If you
     have FM files created with a later version, you will need FrameViewer.

Or, you could download Adobe's FrameReader.  It's free...
