OK -- she tried the solution most people offered, and it worked

The key was turning off the compression and the downsampling.
Here's what she did:
Launch the Distiller
Choose Distiller from the menus
Choose Job Options
Select the Compression tab
Turn off the Downsample To options in all graphics (Color, Grayscale,
Monochrome)
Click OK
Run the PS file through the distiller again
