For two decades, technical communicators have turned to TechWhirl to ask and answer questions about the always-changing world of technical communications, such as tools, skills, career paths, methodologies, and emerging industries. The TechWhirl Archives and magazine, created for, by and about technical writers, offer a wealth of knowledge to everyone with an interest in any aspect of technical communications.
My solution is to print the header and footer on the page, plus, in the
middle of the page I have a graphic to show that it's the end of the
chapter. The graphic is a one-line Corel border that I doctored to make it
more ELEGANT (to use a word that's been popular on this list recently).
Hope this helps.
