My first question is rhetorical: Since when was the government concerned
about costs? (Nothing personal, Jill, just a thought.)
As to your dilemma, if the chapters are printed in the sequence in which
they'll be used, why print anything beyond a missing chapter until that
chapter is available? If you're missing chapters 9, 15, and 18, why not
print 1-8, then 9-14, then 15-17, then 18-22? I would prefer to receive
multiple volumes rather than a patchwork manual.
