There is an association for teachers of technical communication. I don't
know the official name but it's something like The Association of Teachers
of Technical Communication. The University of Minnesota, Department of
Rhetoric, publishes a quarterly journal for the association. The
association must have a web site. The Rhetoric Department's web site has
information also.
