Based on the job description of our in-house Intranet Manager and the info I received while taking a course including Intranet Management, here's some info for you:
Duties
*create, update, and modify Intranet pages and links
*ensuring correctness and relevance of Intranet documents
*hiring staff, outsourcers, etc. for page development
*administrating rights for users
Requirements
*graphic design experience (depending on what you want, the length of experience will vary)
*programming in HTML/Java/whatever flavor you're planning to use for the Intranet
*depending on what you're using the Intranet for, you may want them to have some Networking experience, or email Admin experience, or even some writing experience, you may want them to have some experience in creating animations and so on, and database design and Admin experience may also be a factor.
