In companies that don't officially redistribute the equipment, "vultures"
descend of their own accord. But don't feel too bad. If and when the people
are called back (indicating better times), they MAY be able to get new,
better equipment than they left.

ALWAYS be looking for another job. At least keep your resume up to date and
your antennae tuned in. You don't have to take another job, but you do need
to know what the market is and who's doing what. You'll be able to make a
more realistic assessment of your current situation, and more important,
you'll feel that you have more control.

And network, network, network! Remember that your tech writing skills
aren't limited to one particular industry. You can "add value," as they
say, in several different situations if you keep an open mind.

Good luck! Been there!
