Our books always have the graphics pertaining to steps with the steps.
You want them to be able to read the step and look at the graphic at the
same time. This reinforces that they are at the right place (correct
screen, for example) and paces the activity. I don't think the numbered
list is lost because they will be following the steps as they go along.
Putting the graphics at the end would make them more likely to lose
their place as they flip back and forth. Then, I think they would be
more likely to make mistakes.
