Indeed--that's precisely the logic behind the argument for parallel
construction in such a list.
But if you carry the "it's just an expanded sentence" argument to
its logical end, you get hideous structures like this:
Spot:
* ran north up the block,
* chased a drunken badger,
* rolled over three times, and
* barfed on the Smiths' petunias.
