There is an excellent article on "Measuring the Value Added by Technical
Communication" by Jay Mead in the August '98 edition of STC's Technical
Communication journal. The article shows that good technical communication
can not only cut costs, but also increase sales. Mead quotes from several
surveys and gives an extensive bibliography.
