So what do you mean by "easy"? Someone knocks on your door and gives you a
job? Ta da!
There's a zillion reasons why particular individuals may not be able to
secure positions as technical writers. Maybe they're not looking hard
enough, or they're incompetent, or they don't interview well, or they apply
for positions they're not qualified to hold, they have serious character
flaws, funny odors, etc...
The jobs are out there. There's no "secret" to finding a job. Like any other
occupation,(except maybe, like, the NHL), it IS "easy" to break into the
field if you're patient and persistent and somehow qualified and/or willing
to become qualified.
It took me 6 months, a kajillion resumes and a sheaf of writing samples to
land a 3 month internship at a software company. After that initial
experience, it's been cake...
But no HR reps came and knocked on my door just because I wanted to be a
tech writer.

So, you're saying it is easy to get into the field of Technical Writing and
that it is easy to get a job as a Technical Writer? If so, then why can't
the person who was trying to get into the field get in and find a job?
