This format has been used when I was submitting a grant proposal:
DESCRIPTION OF PROJECT: explain as if to a totally clueless reader
RATIONALE: why do this, why at this time, what is expected to happen
BACKGROUND: what has been done in the past, what worked, did not work, why
PERSONNEL: who will do it, who supervises, who is in the hierarchy, etc
BUDGET: what money is needed, where is it coming from (give multiple
sources if applicable)
STRUCTURE: how the project will be conducted, its framework of
responsibilities, duties, what will be considered end of
the project, time allowable, dates to start/end tasks
CRITERIA: specific goals to be accomplished
EVALUATION: how the project is evaluated, by whom
CONCLUSION: what pros and cons are in undertaking the project, consequences
of not doing so
SUMMARY: can include long range goals, predictions, hypotheses, suggestions
for variations
Each part can be omitted or the sequence changed to suit the purpose. There
may be other formats in the style manuals; this one was picked up from
