I think this is a little too strong. RoboHELP Classic is designed for native
authoring of WinHelp. That is, what you create with RH Classic is WinHelp.
But, you can also use RH Classic to convert WinHelp to a variety of other
formats, including HTML Help, WebHelp, portable HTML, and Windows CE-style
help. RoboHELP HTML Edition, which is a completely separate product, is
designed for native authoring of HTML Help. Using RH HTML Edition, you can
convert your HTML Help system to other formats, including WebHelp (but not
WinHelp).

Actually, there are two HTML-based formats you can create with RoboHELP
Classic. The first one Blue Sky calls "WebSite (HTML)." This is plain old
fashioned portable HTML. The second is "WebHelp," an HTML based format that
looks a lot like HTML Help but relies on a Java applet instead of an ActiveX
control and can therefore be distributed to users on different platforms
using different browsers.
