Why not use Word, Word Perfect, or Framemaker and save it as HTML when
you have it finished and ready to deliver? It might need a little had
tweaking with a good HTML editor, but the actual write up will be easy.

I need to create a large (200+) page manual. The client

RoboHTML?
Frame? a web page program like GoLive or FP?
