I've found the autonumbering in Word to be too unpredictable, so I just
do it manually. Why continue to fight it?

I have the same problem with word. I'm constantly having to reformat the
numbering to either start at 1 or restart from the previous list. I'm
using word 97 because it works well with RoboHelp. Although, the problem
did get a little better when I modified the autoformatting settings.
