On the whole I feel, like Andrew, that cover letters should be included
with applications. They may be ignored and do no good but they certainly
shouldn't do any harm. After all, we are writers and it is the first
sample (with CV) of our writing that the potential employer sees. It would
be nice to get a reply/acknowledgement. Here in the UK a few places now
include in the ad - include a stamped addressed envelope/postcard if you
would like acknowledgement. Some also include, along with a closing date
for applications, a statement that if you don't hear from us by <data>
then application has been unsuccessful.

It does, however, pay to follow up on interviews (I like feedback if
possible) - the interview for my very first job went well (I thought) and I
was told I'd hear in 8-10 days. After nearly three weeks (recent graduate
and unemployed for some time) I wrote them a very sarcastic letter thanking
them so much for letting me know the outcome of the interview! I got a
call the next day saying I was on a shortlist and I subsequently got the
job (military work and had to wait for clearance!).
