I've found IconEdit Pro pretty good - supports importing from various
sources, incl. screen caps, some neat and easy to use effect tools, and you
can set the interface to German if you like (Ya Vohl!). It's shareware, so
you see a nag screen at open and close, and has a few little bugs/quirks
that take a bit of getting used to, but once you do it's a great little
editor.
