Not sure if this has been discussed yet, but I'm fairly certain a TIF can be
converted to a JPEG using Visio 5.0. I often create drawings in it and then
convert them to the appropriate format, or import images from other sources for
conversion purposes. May not be the most appropriate tool, but it seems to work
well!
