If this is a big project, you might need a robust tool and, as Jill Ramacciotti suggested, it might be time to look into the discipline of Knowledge Management. Check out the University of Texas Knowledge Management homepage at www.bus.utexas.edu/kman/.
However, there might be a quick-and-dirty way to satisfy the users. Could you create either an HTML document or Word document or Acrobat document containing links to other documents? Might be all your user really needs, and this would be fast to create, and easy to maintain.
