I'm looking for a tool that would manage mostly Microsoft Office files
(Excel, Word, Access), in addition to FrameMaker files. (I'd like to
stay away from packages that specialize in managing code, like
SourceSafe.)

Colleen,
We use SourceSafe here. Works fine for us. You're managing files,
doesn't matter if its code, or any other particular type of file. A file
is
a file is a file.
The basics of version controlling files are straightforward (and
essential
in a multi-user setup).
Good luck
