As far as I can tell, in our company the Sales department makes that
decision. Oddly enough, I just got off the phone with our Sales Manager, who
tells me our manual is too expensive to print and distribute, and we're
going to have to find some way to... well, you know all those conversations
we've had about print vs .pdf vs online, etc etc.
