Absolutely correct. Web page authors want to load their sites up with all
kinds of stuff that is not needed or desired. Especially in a page that
offers Technical Support of one form or another. Eliminate all Java,
Animated Gifs and other stuff that creates problems. Design smart and test
it on several versions of IE and Netscape. Get a good HTML reference that
shows you what tags applicable to each major browser and version of each
browser.
