If you cannot change what is displayed on the screen, then you must stick to
the same "English" as that used on the screen, or risk the confusion that
you have so artfully described. While some Americans can make the leap in
the language, I'm afraid you need to go with the least common denominator
here. And as user advocate, you need to make sure your users are not
confused.

You could say (to use your examples):

"To access the color palette, click Display>Colours Palette."

"To change the window behavior, see the 'Window Behaviour' function."
