I have been outlining the appropriate part of the screen with a Word drawing
object (eg a rectangle). This way I can create one picture in PSP and link
it in various places in the document, but refer to different parts using the
drawing object. I feel I have better version control over my pictures. I
suppose your decision is based on what is critical.

Thanks Gilda, that's a good set of suggestions. I have another
one:
Use the whole dialog, but highlight the appropriate part by
reducing the brightness of everything else. It looks almost like
a spotlight is shining on the bit you want to draw attention to.
Similar to drawing a box or elipse around it but better I think.
I've used this in a manual and got very favourable comments from
colleagues.
It's simple to do in Paintshop Pro.
