Think of the style lists and font lists on the formatting toolbar in Word. Is that what the manager had in mind? Or, you can have buttons that display another toolbar, such as the Drawing toolbar or the Tables and Borders toolbar. In both cases, the resulting "lists" have a different look/feel from drop down menus.
