Does the period belong inside or outside the quotation marks?
Periods and commas belong inside. Colons and semi-colons belong outside.
Question marks and exclamation points belong inside when the quoted
matter is a question or exclamation, outside if not.
These rules are taken from "The Elements of Grammar" by Margaret
Shertzer. As far as I know, the rules haven't changed. "Arrgh!"
