It's not a menu because it doesn't drop down from a menu bar.
It can't be a dialog box because it doesn't stay on the screen until you
click a button.
It's not a window because you can't resize it.
Look at what it does: when you press a key, it appears and then disappears
if you release the keys or make a selection.
The closest term I can find is "pop-up". If you felt the need to add another
noun after pop-up, I would suggest "box" or "panel".
