COTS = "Commercial Off the Shelf" is also the received meaning in the
Federal Government . My exposure to this term is in the context of
Enterprise Resource Planning (ERP) implementation projects to distinguish
the documentation that comes out of the box from the software developers
(such as Oracle or SAP) from the documentation and training materials
developed for the client to reflect their specific business processes and
system configuration.

In our company it means Commercial Off the Shelf. Typically, it is used
when a system is comprised (partially or fully) of existing equipment and,
thus, existing documentation.
