First off, PDF files are not online help.
PDF files are an alternate means of delivering documentation.
I would suggest delivering both PDF and online help.
There are many good online help authoring tools out there. BlueSky's
RoboHelp, ForeHelp just to name two.
Good luck!

We are considering
distributing PDF files with bookmarks and keyword links as
the Online Help. Has anyone tried this? What are the pros
and cons? Any other comments are welcome....
