RoboHelp makes this pretty easy. Here's how:
To create a RoboHELP project from any WinHelp HLP file:
1 If RoboHELP is open, select New > Project from RoboHELP Explorer's File menu.
2 Click the Import tab.
3 Double-click WinHelp (*.hlp). The Help-to-Source Wizard appears.
4 Make your selections at each screen and click Next. (Click Help if you need
assistance.)
5 When you've completed your selections, click Finish. RoboHELP creates the new
Help project from the selected compiled Help (HLP) file and opens the new
project for you.
Note that if you want to do this outside of RoboHelp, there are shareware
decompilers available for this that will do pretty much the same thing, but
the resulting project file may not be specifically suited for a RoboHelp
project, but can probably be imported into any Help Authoring Tool (HAT).
Search the web for the terms "winhelp decompiler."
